Unlock
Krono can be unlocked at the Inventor's Hut in Snowdwell by buying 10 Crowns.
Strategy
Krono is a good card to have when purchasing Crowns for multiple cards as each card with a Crown in the same row as Krono will gain an additional Frenzy.
