Tinkerson Jr.'s use is for Junk decks, to make Junk have any use outside of as a resource. Without any modification, Tinkerson Jr. turns Junk into Scrappy Swords. With buffs, their attack (and thus Junk strength) can scale both in battle and, with Charms, even across an entire run. However, unless their attack can be consistently and significantly increased, making Junk more powerful is not particularly useful in the late game. Base Scrappy Swords fall off in usefulness quickly, and the same goes for any Junk that isn't substantially buffed. Some Clunkmaster Leaders have similar effects that give a fixed amount of extra attack to Junk, so Tinkerson Jr. pairs well with such Leaders to get even more mileage out of Junk.
Although Tinkerson Jr. is generally straightforward, they have a couple nuanced points. While their low Counter is generally beneficial, this means there is less time to hold onto Spice for buffing Junk. Additionally, Tinkerson Jr. prevents Mini Mika from working effectively, as hitting Mini Mika with buffed Junk will hurt them. Finally, using Junk as an item to hit something will put the Junk into the discard pile, so it cannot pay Recycle costs.
The Forging Stove can form a feedback loop with Tinkerson Jr. with the help of some Crowns. The Forging Stove adds the destroyed card's current attack to the randomly selected ally, not its base attack. Destroying Junk boosted by Tinkerson Jr. will double their attack, and thus doubles the attack of all Junk.
Beyond the ability to improve Junk, Tinkerson Jr. is also capable of taking a few hits before needing attention, making them a decent defensive option if there are no better alternatives.
